After more than two weeks of fruitless negotiations in Budapest, the Chinese side threatens to break off talks as it accuses the Russian Federation of stalling tactics to reinforce its forces in the Spratly Islands. Meanwhile, under the leadership of the US, a coalition has been formed, which contemplates sanctions against China and Russia, a sea blockade of the Spratly Islands, to prevent the flow of weapons into the region. Critics of this strategy fear that this could exacerbate tensions between the world powers and unleash uncontrolled conflict.

The island of Novaya Zemlya was mainly used during the Cold War as a proving ground and research ground for the Russian nuclear program. In the late 1970s, an additional facility was built for the research of new chemical warfare agents. The island is therefore sparsely populated and most of the regions are restricted military areas. General Sergei Lawhrom manages the entire site. SOCOM suspects that he is behind the arms deal with the Chinese forces. Due to the hard landing of the IL 76, extraction via this route is no longer possible; the freight has survived the landing largely unscathed.

Nach über zwei Wochen ergebnisloser Verhandlungen in Budapest, droht die chinesische Seite die Gespräche abzubrechen, da sie der Russischen Föderation eine Hinhaltetaktik vorwirft, um ihre Streitkräfte auf den Spratly-Inseln zu verstärken. Derweil hat sich unter der Führung der USA eine Koalition gebildet, die neben Sanktionen gegen China und Russland eine Seeblockade der Spratly-Inseln in Erwägung zieht, um den Waffenfluss in die Region zu unterbinden. Kritiker dieser Strategie befürchten, dass sich dadurch die Spannungen zwischen den Weltmächten zusätzlich verschärfen könnte und der Konflikt unkontrolliert ausweitet. Die Insel Nowaja Semlja ist während des kalten Krieges vor allem als Testgelände und Forschungsgelände für das russische Nuklearprogramm genutzt worden. Ende der 70er Jahre wurde zusätzlich eine Anlage für die Erforschung von neuen chemischen Kampfstoffen errichtet. Die Insel ist somit nur noch sehr spärlich besiedelt und die meisten Regionen sind militärisches Sperrgebiet.

General Sergej Lawhrom leitet die gesamte Anlage vor Ort. SOCOM vermutet, dass er hinter dem Waffendeal mit den chinesischen Streitkräften steht. Durch die harte Landung der IL 76 ist eine Extraktion über diesem Weg nicht mehr möglich; die Fracht hat die Landung zu großen Teilen unbeschadet überstanden.
