Russia: Moscow will wait for official results before congratulating Biden - Peskov

Russian President Vladimir Putin will congratulate Joe Biden on winning the US presidential election after the results are official, Kremlin spokesperson Dmitri Peskov said on Monday in Moscow during a conference call with journalists.

"Let me put it this way: we suppose that it is more reasonable to wait for an official tally of votes," he said, reminding that Putin has spoken about Russia's "readiness to accept any choice of American people with respect and to work with any elected president of the USA" on several occasions.

Answering a question about Putin congratulating Donald Trump in 2016 after his victory, Peskov said that the 2020 election was different due to the Trump campaign launching legal challenges to the election result in several states.

The spokesperson also commented on ministerial changes in the Russian government, saying they were part of a normal cabinet reshuffle.

Let me remind you that president Putin has many times mentioned that he will accept any choice of the American people with respect and is ready to work with any elected president of the USA. We hope that either way, we will be able to establish a common understanding with the next president of the USA and come to terms with normalisation of relations between our countries. It is also important that a substantial part of relations between our countries in terms of strategic stability and safety influences not only two peoples but the peoples of the whole world."

It is controlled directly at the Russian White House and by the Supervisory Department of the Presidential Executive Office. It is one of the main functions of the Supervisory Department of the Presidential Executive Office. Statistics is conducted at this department of the Presidential Executive Office and is regularly reported to the head of the state. Some of the president's instructions may be postponed because of on-going issues or forceful action that can be made for those instructions to be completed in time. You know that the president's instructions completion is Russian Prime Minister Mishustin's top priority, which he mentioned repeatedly. I am not able to present you with the exact numbers at the moment as do not have it at the moment. We will prepare the statistics after a while."

Journalist: "Speaking of dismissal of several ministers: does it have to do anything with nonfulfillment of president's instructions?"
