Harley springt nicht an, Harley don`t start

Trouble: Engine not starting, Starter ok, no troublecode in EFI
Problem: There are no power, 12 volt, on coil or pump.
Measurement: The Pin 4 from the cpu goes to the system relay and grounded from 12 volt to max 6 volt. this is checked with the fluke messuring instrument. The power Pin 13 and the power ground Pin 28 from the EFI are checked with the avl messuring instrument
Diagnostic: The EFI are not grounded the system relay exact to 0 volt

When I ground the pin 4 to battery, then start the engine.
