A 10 year old American boy from Milwaukee speaks Tagalog fluently. Vic Sotto interviewed the boy on Eat Bulaga!.

Additional note:
As posted by some people here, Gabby appeared on Jessica Soho's show and it was clarified that Gabby's biological parents are both Americans but his mom passed away and his dad remarried a Filipina. He had been visiting the Philippines since he was 4 years old due to his father's business.
