Infected blood: Who are government worried may be undiagnosed for Hepatitis C?

One of the recommendations of the Langstaff Inquiry was for undiagnosed victims to be tested for Hepatitis C.

The damning report urged anyone who had a blood transfusion before 1991 to get tested for the virus that can cause serious liver damage and cancer.
