Why some Texans paid $1 PER HOUR to power a light bulb, and the Texas electrical grid failed

Texas recently had some very frigid weather, which left the power grid on the very brink, charging as much as $9/ kW-hr, or about $1/ hour to run a single light bulb! How did that happen, how might it be resolved, who profited from this mess, and what can be done to prevent it from happening again in the future?
