Russian President Vladimir Putin said the question of whether Ukrainian President Volodymyr Zelensky has the legal authority to sign a future peace agreement is "a question for lawyers" rather than a political issue for Moscow.

Speaking about potential negotiations to end the war, Putin said any future settlement would need to be signed by representatives who are unquestionably legitimate under Ukraine's constitution. He argued that the issue is not Russia's "whim" but a legal matter that could affect the validity of any agreement.

Putin also said Russia remains willing to pursue a peaceful resolution and suggested the European Union could play a constructive role by encouraging compromises from Kyiv rather than supplying weapons. He added that Moscow would find a way to formalize any agreement if there is genuine political will to end the conflict.
