Did The Brush Cursor Silently Change In Photoshop CC 2020?

UPDATE: From comments in the community, so far I am seeing this happen more with Catalina+PS 2020 (21.X) than with Mojave. I am getting some Windows users experiencing it (but not all)

Being someone that is pretty much glued to Photoshop, I found myself wondering why it became much harder to retouch in recent memory. Specifically, when I dodge and burn, the cursor tends to blend into the image to the point where I can’t see it often. It used to happen to some extent in the past, but it got much worse. I knew my eyes didn't deceive me, so I decided to take a closer look!

In this video, we compare a couple of different Photoshop versions so you can see the problem and when it happens.

This happens every time I place my brush over an area that is pretty much close to a midtone (or 50% grey). It also happens in color too. I am currently using OSX Catalina. I am not sure if it happens on Windows as well but I would love some input from the audience if it does!

If anyone else has this problem, I recommend going to Creative Cloud and downloading the oldest version of Photoshop that it will let you in order to fix it.
