Canon 90D - Firmware updated but still missing key video spec

The Canon 90D was recently released with key video features removed that were present on the 80D, namely 23.98P and All-I compression. New firmware was released to "fix" the 23.98P omission but did it solve the other big issue, adding All-I compression back? Let's update the firmware on our 90D and find out!
