MARCOLETA: PDRs, I would admit, are innovative financial instruments that probably suit the needs of investors. Ang nagiging problema lang po, nung na-ratify ang Saligang Batas nung 1978, wala pang PDRs. Hindi po dahil sa creative ito or innovative, hindi na natin kailangan suriin. Dapat may pamantay kung hindi ito nakaka-cicrumvent sa Saligang Batas.

Dalawa po ang listahan na sinumite namin, una yung listahan ng shareholders ng ABS-CBN Broadcasting Company, wala pong PCD nominee na non-Filipino. Yung isa pong listahan ayun yung PDR holders, kaya may PCD nominees kasi yung shares naka-deposit sa kanila at nagbenta ng PDRs sa mga Filipinos and non-Filipinos.
