A Security Guard? Why did this happen at Walgreens?

Update: Some people are saying that the "security guard" was actually a Police Officer.
I wasn't there & I don't know this woman personally so I don't have all the facts. This video was sent to me by her friend who was able to translate and write me.
Why do stores keep putting Security Guards or Police Officers in these awkward situations? This is not what they are there for. There is an entire manager who is able to communicate this to her. This doesn't seem to be the Job of A Security Guard or an Officer. He was polite. The manager could have easily diffused the situation. It doesn't matter who called the police, he didn't need to be there. I'm sure he had more important things to do that fit his actual job description rather than limiting the quantities on sandals.
