Public Policy and Practice with Sister Mary Scullion and Luke Tate

The Fels Institute was proud to host a conversation with President and Executive Director of Project HOME Sister Mary Scullion and Former Special Assistant to the President for Economic Mobility at the White House Domestic Policy Council Luke Tate on April 21, 2017.

Sister Mary Scullion

Sister Mary has been a long-time advocate and supporter of people experiencing homelessness. In 1989, Sister Mary and Joan Dawson McConnon co-founded Project HOME, a nationally recognized organization that provides supportive housing, employment, education and health care to enable chronically homeless and low-income persons to break the cycle of homelessness and poverty. Under their leadership, Project HOME has grown from an emergency winter shelter to over 700 units of housing and three businesses that provide employment to formerly homeless persons. Sister Mary is also a powerful voice on political issues affecting homelessness and mentally ill persons. Her advocacy efforts resulted in the right of homeless persons to vote as well as a landmark federal court decision that affects the fair housing rights of persons with disabilities.

Sister Mary has received numerous honorary doctorates for her leadership in the City of Philadelphia. She was named 2011 Citizen of the Year by the Philadelphia Inquirer and selected by Time Magazine as one of the “World’s Most Influential People in 2009”. In addition, Sister Mary and Joan Dawson McConnon received the Laetare Medal from the University of Notre Dame in 2011. She was awarded the Eisenhower Fellowship in 2002 as well as the Distinguished Alumnus Eisenhower Award in 2010. Sister Mary serves on the Board of Trustees of St. Joseph’s University and the Board of the Jon Bon Jovi Soul Foundation. She also chaired the Hunger and Homelessness Committee for Pope Francis’s visit to Philadelphia in 2015.For more on Project HOME and Sister Mary Scullion, please visit the organization's website here.

Luke Tate

Luke Tate currently serves as Assistant Vice President and Executive Director of Opportunity Initiatives at Arizona State University. Tate is also a Professor of Practice in ASU's School for the Future of Innovation in Society.

Prior to joining ASU, Luke Tate was the Special Assistant to the President for Economic Mobility and previously the was Senior Advisor for Urban Policy at the U.S. Department of Housing and Urban Development (HUD). He worked in the Office of Policy Development and Research where he was a lead on the White House Neighborhood Revitalization Initiative. He worked primarily on neighborhood revitalization in distressed communities, Choice Neighborhoods, and the connections between housing, community development, and other areas of urban policy including education, economic welfare and upward economic mobility, energy and sustainability, and long-term disaster recovery. Tate previously served on the Presidential Transition team focused on urban policy and HUD, and as Special Assistant to the Secretary at HUD. Prior to joining the Obama Administration, he did community development and educational work in Nicaragua, worked on community policy in the Office of the Governor of Arizona, and worked on President Obama's presidential campaign. He is a graduate of Harvard University.

The conversation will be moderated by Fels Senior Fellow Elizabeth Vale. This event is free and open to the public. Light refreshments will be served.

The Public Policy in Practice Series, led by Fels Senior Fellow Elizabeth Vale, is designed to provide students with a variety of perspectives and compelling personal narratives that will help them not only form their opinions on important issues, but will also help shape their careers. This series is offered in conjunction with the Fels graduate Public Management course required of all Fels MPA and Executive MPA students.
