Tropical Storm Arthur may form Wednesday, regardless Houston sees flood threat

The National Hurricane Center has increased development odds in the Gulf to 50%, meaning Tropical Storm Arthur could form later this week.

But for Houston and Southeast Texas, the name isn't the story. The flooding threat is. A Flood Watch remains in effect through Thursday morning as a stalled front combines with deep tropical moisture and a developing Gulf disturbance. Multiple rounds of heavy rain are expected, and while not everyone will see flooding, some communities could experience significant impacts if the heaviest rain bands repeatedly move over the same locations.
