NEW Changes to Dungeon Balance and Soulbinds - Niya & Pelagos Nerfed!

Let's go over all of the planned changes (nerfs, really) to Dungeons for the upcoming new Season of Mythic+, including nerfs to popular annoying Affixes like Bolstering and Necrotic, significant nerfs to Dungeons like Sanguine Depths and De Other Side, a long list of Trash nerfs across the Dungeons, but also; Soulbind Changes!
Of particular note the 2 Most popular and Strongest Soulbinds are getting nerfed while some of the more underrepresented Soulbinds are receiving some love in the upcoming Content Patch!
