The answer is no, you cannot always tell the time on this clock, but most of the time you can. There are 132 moments/configurations in a 12 hour period where you wouldn't know the time because at those moments either hand could be the hour hand and the configuration would be valid. The first of those 132 moments comes up just after 12:05 and then roughly every 5 minutes you get another configuration where you couldn't tell the time.
