During the second world war, the bombing of civilian targets and cities became commonplace from early on in the air-war. And clearly Germany's fighter defenses were not up to the task of protecting German cities. And given the densely constructed European cities finding room for enough shelters and bunkers was a problem, so innovative new ideas sprung up and was pushed early on surprisingly by Propaganda Minister Joseph Goebbels, he took on a pivotal role in the program of constructing shelters and protecting the German cities.

The only remaining structures of one of these special constructions still remains standing on a proving grounds outside Berlin, and I would be surprised if some of these ideas and concepts could not be put to use today.
