🌍🔥 Why Meghalaya’s Geology Fuels Deadly Coal Accidents | UPSC

The recent coal mine blast in East Jaintia Hills, Meghalaya, claiming 18 lives, is not just an accident — it is a reflection of deeper structural issues rooted in India’s mining geography and governance gaps.

Why does Meghalaya repeatedly witness such tragedies? The answer lies in rat-hole mining — a dangerous practice involving narrow 3–4 feet tunnels dug into shallow coal seams. These tunnels lack ventilation, structural support, and safety mechanisms. Coal extraction becomes easy, but human lives become expendable.

Meghalaya’s plateau geology contains shallow coal deposits, making small-scale and unscientific mining historically prevalent. Despite the 2014 National Green Tribunal ban and subsequent Supreme Court directives allowing only regulated scientific mining, illegal operations continue. Remote terrain, weak enforcement, poverty, and livelihood dependency have created a cycle where prohibition exists on paper, but risk thrives on the ground.

The issue goes beyond worker safety. Illegal coal mining has triggered land subsidence, water pollution, and acid mine drainage, severely damaging fragile ecosystems in the region.

From a UPSC perspective, this incident beautifully connects multiple dimensions:
Physical Geography — plateau structure and coal seams
Human Geography — livelihood versus safety conflict
Environment — ecological degradation and pollution
Governance — regulatory failure and enforcement challenges

Illegal mining is not merely an environmental violation. It is a governance failure and a humanitarian disaster waiting to explode.
