Spinning the Cocoon - Technology Ceilings, Institutional Decay, and the Talent Exodus

China's technology crisis is not what the dominant narrative claims. The external blockade — equipment denied, chips restricted, supply chains severed — is a consequence, not a cause. What made that blockade effective was a prior, self-inflicted condition: the systematic destruction of the institutional environment in which genuine technological capability is built and retained. A society with academic freedom, enforceable property rights, and talent that chose to stay would have had the resilience to absorb external pressure. China chose otherwise, and the window closed from the inside.
