2) Insert ~ Charts ~ Clustered Columns.
3) Reposition and resize.

Overlap Bar Charts
1) Right-click the "Actual" bar chart (ORANGE).
2) Format Data Series...
3) Secondary Axis

Y-Axis Alignment
1) Align both Y-axis with the greater value of the two Y-axis.
2) Right-click on smallest Y-axis
3) Format Axis
4) Bounds Maximum = 90000

Actual Vs Budget
1) Right-click "Budget" bar chart (BLUE).
2) Format Data Series...
3) Gap Width = 60%

Display Diff Value
1) Right-click the "Actual" bar chart (ORANGE).
2) Add Data Labels.
3) Right-click on the Data Labels.
4) Format Data Labels
5) Value From Cells
6) Select "Diff" column.
7) Enter (2x)
8) Uncheck Value
9) Uncheck Show Leader Lines.

Format Diff Data Label
1) Change fill color
2) Change font color

Remove Chart Borders
1) Right-click on the chart.
2) Format Chart Area...
3) Border
4) No Line

Delete Y-Axis
5) Delete all y-axis
6) Delete horizontal grid lines

Change Chart Color
7) Change bar chart colors.
