Sir Andrew criticizes current strategies like offshore processing in Rwanda and crackdowns on smuggling gangs, insisting they are mere "plasters on a hemorrhage." Instead, he champions a proactive and strategic intervention at the root of the crisis. “We need a massive ‘Marshall Plan’ for North Africa and the Sahel—a partnership of investment and accountability,” he asserts.
This approach, he claims, would help stabilize the region, tackling the root causes of migration including war, poverty, climate change, and insecurity. “Unless we invest in creating hope and stability in these regions, we will face a historic wave of migration,” he warns.
He also proposes the creation of legal pathways for asylum applications from outside the UK, a move he believes could drastically cut illegal crossings, save millions in housing and welfare, and undermine the human trafficking networks. “If we want to choke off supply, we must eliminate the demand,” he writes.
Sir Andrew strongly defends international aid, criticizing cuts to the UK’s foreign aid budget, which is set to fall to 0.3% of GDP by 2027.
