State Secretary Marco Rubio commemorated the anniversary of Cuba’s independence on Wednesday with an offer for a “new relationship” with the U.S.

The two nations have been at odds for decades, over which an American embargo, Cuba's communist rule and external pressures have intensified tensions between Washington and Havana. Rubio, though vague about what new relations would involve, suggested a condition of disconnecting a military-run conglomerate from the Cuban economy.
