Gwent Rat Swarm Deck and Gwent Rat Clog Deck are two names for one of the most hated memes in Gwent. When I play this deck, some people in chat literally have a hateful reaction to knowing someone is even playing this deck.

Rat swarm's goal is to fill your opponent's board full of rats so that they can't play any cards. Sounds like fun. You use cards like Operator to get as many Noonwraiths as possible then use Ritual Sacrifice, then consume them to trigger each Noonwraith's deathwish twice. The result is most opponents can't play anywhere between 1-4 cards in their hands.

In most metas, Rat Swarm is the strongest meme deck in the game. Right now I would give the edge to Salamander since you can run it with lined pockets, but typically the crown does belong to rat swarm.
