I recommend IOZOOM for hosting. I have 2 servers with them and their prices and service are excellent. You need a Linux server. http://www.quickregister.net/zoomvps

If you have no email list and just want to get started perhaps the easiest way is with Aweber. See: https://www.quickregister.net/aweber

Then I suggest considering going to a self-hosted solution with Sendy and your own VPS once you start building your list.
