Yes, Rebecca wasn't as inexperienced in the field as Grace is in Requiem. But her skill set varied ever so slightly from Billy's to make her stand out while retaining enough similarities to make each character feel familiar when playing through the game.

But Requiem takes a different approach to its dual protagonists, retaining the idea of a shared world space while making them so different that it essentially necessitates switching between the two, using a strategic approach to deal with the dangers at hand. And that sets it apart in ways that count.
