As everyone talks about the vote these days, Author Miles Rapoport, a professor at Harvard’s Kennedy School, has written a book with columnist EJ Dionne, making the case for mandatory voting in America. Acknowledging that there is slim hope of passage, he tells Jim Zirin of the advantages of a procedure that has worked for 100 years in Australia and scores of other democratic countries.
