The Canada Startup Visa program died because of what it became: a $300K citizenship purchase disguised as entrepreneurship.
2013-2023: Program runs smoothly with legitimate founders getting PR through designated incubators
2023-2024: Red flags everywhere. Immigration officers notice:

Why it took so long to shut down: Immigration Canada gives applicants benefit of doubt. By the time they realized the scale of fraud, thousands had already gotten PR.
What happens to pending applications: All 43,200+ applications cancelled. No refunds on incubator fees (that money is gone).
