Here how to do, extract the rar file you downloaded, once it created "Roster Update (Nov 10, 2017)" open it and copy "private" to your SD card.. Remove your SD card and insert it in wii and start on Wii, then go to Wii Options, Data Management, Save Data, Wii and point at SD Card in the tab then move or copy NBA 2K13 save to your Wii system memory if its already exist in your wii system, back up ur old save or delete your old save..... The tutorial is right here in this video at beginning
And how to load roster on Dolphin emulator? read "How to copy save file" in your downloaded
