JEFFERSON CITY, Mo. — The cost of House plan to eliminate Missouri’s income tax rose to $4.2 billion after Senate revisions described as drafting errors. The bill, approved 6-3, would put a constitutional amendment on the ballot to give lawmakers power to raise and broaden sales taxes to replace the income tax. Democrats warn of deep service cuts; Republicans say it would spur growth and relief for families. Gov. Mike Kehoe has made elimination a top priority, though business and consumer groups oppose it. Ballot costs were estimated at $9 million this year and $49 million next. The Senate version accelerates the cutand top rate would fall from 4.7% to 3.1% on Jan. 1, 2027, with revenue replaced by a new sales-tax law that could raise rates up to 8.5% or broaden the base. Critics call it Missouri’s largest tax shift and say it will burden middle- and lower-income residents.
