A historic debate between the Serbian representative Borisav Jovic and the Croatian representative Stipe Mesic about dismantling the illegal paramilitary formations in Yugoslavia in March 1991. The presidency failed to adopt a decision and three months later in June 1991 the country descended into civil war.
