Ahead of a historic House vote on impeachment, Rep. Doug Collins, R-Ga., said the moment wasn't a surprise. "From the very moment that the majority party in this House won, the inevitability that we would be here today was only a matter of what date they would schedule it," Collins said. He added that the founders were "very concerned about a partisan impeachment, in which politics of the majority ... can do what they want to do, irregardless of any facts." Collins spoke at the top of several hours of planned debate over the two articles that charge President Donald Trump with abuse of power and obstruction of Congress. If passed, the process will then head for a trial in the Senate, where Republicans have a majority. Earlier in the day, the House voted to approve rules for the vote.
