Norway Drops High Fees for International Students

Norway is opening new doors for international students and researchers. In a major policy shift, the government is giving universities and colleges the freedom to decide how much to charge non-EEA students for tuition—removing the strict rule that fees must be cost-covering. This change aims to help institutions attract more global talent and adapt to evolving educational and labor market needs.

The reforms don’t stop there. The government is also scrapping the requirement for Norwegian language skills when applying for academic jobs—making it easier for international Ph.D. candidates to work at universities and colleges in Norway. Additionally, the financial barrier for Ph.D. graduates seeking job permits has been dramatically lowered. Instead of needing to show NOK 325,000 in savings, they’ll now only need around NOK 80,000.
