Priorities for regular fine tuning of a Steinway model B - Roberts Pianos
The main priority of regular six monthly tunings is to make sure that when you leave the house, the piano stays in tune for the next six months. Therefore the priority is "setting the pins" so that the string tension is equalised between the speaking section and the non speaking section and also making sure the pin itself does not move. Tuners with many years of experience will have developed their own system that works; for me it's a combination between the last action being a gentle downwards movement of the pin and playing the note loudly a couple of times before going on to the next.
