Chinese companies have been discussing major new arms sales to Iran, explicitly ignoring Trump's letter to Xi that he should not allow arms transfers, with Xi replying that he was "not doing so."

China plans to route the weapons through third countries with the goal of masking origins. A previous $5 billion Chinese weapons delivery to Iran included 1,200 FN-6 MANPADS, one of which is suspected of downing a US F-15E over Iran on April 3.
