SA's public service is dysfunctional

South Africans are preparing to choose new political leaders and one of the election issues – as always – is service delivery.

A University of Johannesburg Senior Researcher has outlined why so many people are not receiving consistent refuse removal, water and sanitation.

She says South Africa’s public service is dysfunctional for five reasons.
