Fake Cop? Sketchy guy in civilian car flashing blue lights. KY 918PFK - Not Fire Fighter

Not a volunteer fire fighter, they use red lights in Kentucky. Blue is only used by law enforcement.

And older sketchy looking guy driving the 2010 Toyota Corolla with Kentucky license plate 918PFK, large Trump sticker, another sticker by the license plate, a license plate frame covering up his county, and towing ball installed on his car decided he would flash blue lights at me for some reason. Pretty sure he isn't associated with law enforcement in any way. But now he's associated with YouTube.

ETA: The video was given to the local sheriff's office. They responded that it was not a known vehicle of theirs and since the incident happened while crossing the county line they contacted the county that the vehicle drove into. That county has a combined city/county government and told them it was not one of their vehicles either. An inquiry with the State Police returned with the response that the registered owner had no connection to law enforcement. They did not provide any of the owners information nor was it asked for. Perhaps an agency was aware of the vehicle but denied it, that is always a possibility. I'm just reporting the information I received.
