On the sidelines of Land-Linked 2026 at Ciela Resort Hotel in Lusaka, Financial Insight’s Knowledge Kafwenda engaged Eng. Cuthbert Malindi, Managing Director of Zambia Railways Limited, in a comprehensive discussion on the future of Zambia’s railway transformation agenda.
Eng. Malindi reaffirmed Zambia Railways’ strategic commitment to advancing transport and logistics development, emphasizing that rail remains a critical pillar in reducing road congestion, preserving road infrastructure, and enhancing Zambia’s regional trade competitiveness.
During the interview, he outlined Zambia Railways’ three-pillar turnaround strategy focused on restoring rolling stock capacity, modernizing rail infrastructure, and strengthening operational efficiency over the next 36 months.
On rolling stock, Eng. Malindi revealed that Zambia Railways has significantly expanded its active locomotive fleet over the past year through a hybrid ownership and leasing model, currently operating 12 to 15 locomotives. He further disclosed an ambitious rehabilitation programme to restore 60 existing locomotives, with the first units expected to return to operation within months, while setting a medium-term target of reaching at least 25 active locomotives.
On infrastructure rehabilitation, he highlighted advanced engagements with financing partners, including the European Union and potential European Investment Bank support, aimed at upgrading critical rail corridors, removing speed restrictions, and progressively rehabilitating Zambia’s rail network to modern operational standards.
Eng. Malindi also stressed that human capital development remains central to Zambia Railways’ transformation, noting that technical expertise, operational reforms, and management strengthening are essential to sustaining long-term sector growth.
Addressing the Lobito Corridor and broader regional logistics developments, he underscored the importance of private sector collaboration, stating that state-owned rail operators must actively work alongside private operators, equipment suppliers, and strategic investors to unlock Zambia’s full transport potential.
He praised Land-Linked 2026 as a vital platform for building strategic partnerships but emphasized that measurable action, not dialogue alone, will determine Zambia’s success in fully leveraging its geographic advantage and transport infrastructure opportunities.
Eng. Malindi concluded by reiterating that Zambia Railways is focused on practical execution, institutional reform, and regional competitiveness as it works to position rail as a more prominent and efficient transport solution for Zambia and the region.
