Regulating Act of 1773 (Company Rule)
Significance
 First step taken by the British Government to control and regulate the affairs of the
East India Company in India.
 Recognized, for the first time, the political and administrative functions of the
Company.
 Laid the foundations of central administration in India.
Key Provisions / Features
1. Governor-General of Bengal
o The Governor of Bengal was designated as Governor-General of Bengal.
o An Executive Council of 4 members was created to assist him.
o First Governor-General: Lord Warren Hastings.
2. Subordination of Presidencies
o Governors of Bombay and Madras were made subordinate to the GovernorGeneral of Bengal.
o Earlier, all three presidencies (Bengal, Bombay, Madras) were independent
of each other.
3. Judiciary
o Established a Supreme Court at Calcutta (1774).
o Composition: Chief Justice + 3 Judges (appointed by the Crown).
4. Restrictions on Company Servants
o Company officials were prohibited from engaging in private trade.
o They were barred from accepting presents or bribes from natives.
5. Control of British Government
o Strengthened the control of the British Government over the Company.
o The Court of Directors (Company’s governing body) was required to report
revenue, civil, and military affairs to the British Government.
 Why Important for APSC?
 Marked the beginning of Parliamentary control over East India Company.
 First step towards centralized administration in India.
 Introduced the post of Governor-General (later became Governor-General of
India).
