Estonia wants to give AI agents identities

Estonia, a longtime pioneer in digital identity, wants to give AI agents an identity of their own. The country plans to issue personal identification codes to AI assistants and agents so their access can be limited, their actions supervised, and their activity captured in an auditable trail. For now it is more a statement of intent than a finished framework, but it could set early policy for how governments handle AI agents acting on our behalf.
