IATF requirements strictly in place for tourists:
1. Roundtrip tickets. We were flying to the US (Newark/New York) so we just showed tickets on the United app. We also had a short connection in Narita.
2. Travel insurance with COVID-19 coverage. Printed out the page bearing the insured person's name and the receipt (2 pages). The details of the insurance we didn't bother printing anymore.
3. Signed Bureau of Immigration travel risk waiver. The airline will give you the form upon checking in. You don't need to print this yourself.

A negative RT-PCR test wasn't required but Cali and I got tested anyway and we printed out the results. No one asked for this.

Foreign PRs (permanent residents) flying out of the Philippines don't need any of the above. Passport, one-way flight, and proof of residence from one's country of residence are enough.
