👩‍💼 India’s First Woman IAS Who Changed History! 🇮🇳 | UPSC

There was a time when the Indian Administrative Service (IAS) had no women officers at all. The system was designed with the assumption that administration, field postings, and decision-making roles were meant only for men.

Then came Anna Rajam Malhotra, a woman whose determination quietly rewrote the rules of Indian bureaucracy.

In 1952, she became the first woman to join the Indian Administrative Service, but even reaching that point required extraordinary courage. During her Civil Services interview, the panel suggested that she opt for the Indian Foreign Service instead, arguing that the Indian Administrative Service was too demanding for women.

One of the interviewers was C. Rajagopalachari, who initially doubted whether women should enter such roles in public administration. But Anna stood her ground and insisted that the IAS was where she belonged.

She was eventually posted to the Madras cadre, becoming Sub-Collector of Tirupattur in present-day Tamil Nadu — often the only woman officer in rooms filled entirely with men.

Her administrative brilliance quickly proved the skeptics wrong. In one remarkable incident near Hosur, when a herd of elephants strayed into villages and terrified residents, Anna organized villagers to create loud noise by banging tins and cans, safely guiding the elephants back toward the forest without harm.

Throughout her career, she handled several critical administrative assignments and later played a major role in developing Jawaharlal Nehru Port, which would go on to become India’s largest container port.

In recognition of her extraordinary contribution to public service, she was awarded the Padma Bhushan in 1989.

Her journey is far more than a personal achievement. It represents women empowerment, breaking gender barriers in governance, and inspiring generations of women to enter public service.

Anna Rajam Malhotra didn’t just become the first woman in the IAS.
