Report Launch: Investment Facilitation Revisited
Drawing on the experience of CrossBoundary’s efforts to test and further develop ideas originally presented in the 2013 CSIS report on Investment Facilitation in Transitional and Fragile States, a team of experts at CSIS and CrossBoundary have revisited the issues and strategies identified in the original report and offer a few modifications.
Perhaps somewhat surprisingly, the four main issues identified in the original report (lack of quasi-public goods, idiosyncratic risk, information asymmetry, and transaction costs) and their suggested interventions remain the same. The authors, however, have added nuances to their findings and recommendations such as broadening the definition of country-level failures and adding a focus on blended finance as part of the solution. The report highlights that transaction costs remain high and particularly affect first movers in new sectors or geographies and emphasizes how information gaps and information asymmetries are distinct problems that should be approached as such.
Using specific examples from CrossBoundary’s work in Africa, the authors stress the need for investment facilitation led by highly skilled intermediaries with deep local knowledge, further integration of local advisory players into the investment process, and the development of intelligent metrics to evaluate progress.
