### TOPIC 1: Essential Commodities Act 1955
Enacted to prevent hoarding and black marketing of food, fertilizer, medicines, petrol, diesel, LPG etc. Both Union and States have powers. In response to global oil supply disruption, Petroleum Ministry created a 4-tier priority quota: (1) Domestic and CNG sectors at 100% quota, (2) Fertilizer units at 75% of 6-month average, (3) Other manufacturing industries, (4) Commercial units like hotels via city gas pipelines. A 25-day cooling-off period for LPG rebooking was also introduced to prevent cornering.

### TOPIC 2: Economic Stabilisation Fund
Government proposed a new fund — Arthik Sthirta Nidhi Kosh — with Rs. 1 lakh crore corpus to absorb fiscal pressure from external shocks such as West Asia-Gulf volatility impacting India's subsidy bill.

### TOPIC 3: LPG-Related Schemes
PAHAL (Pratyaksha Laabh Antaran): DBT scheme giving approx Rs. 300 subsidy per cylinder directly to bank accounts. PM Ujjwala Yojana: For BPL women — free connection, no security deposit, first cylinder free. Limitation: many BPL beneficiaries drop out after first cylinder due to affordability — valid UPSC Mains dimension.

### TOPIC 4: Cross Elasticity of Demand
LPG shortage caused surge in induction plate demand — Positive Cross Elasticity (substitutes). Bread price rise reduces butter demand — Negative Cross Elasticity (complements). Unrelated goods have Zero Cross Elasticity. Efficient Market Hypothesis also discussed: share prices already reflect all public information, so retail investors cannot beat the market by reacting to news.

### TOPIC 5: UPSC Mains and Prelims
