Extremely noisy and powerful exhaust fans running!

Next to a five guys I heard some noisy fans from an air vent. I noticed there was a parking garage right there so I went inside and found these. Although they are small, these are some of the loudest fans I've ever heard! I had to pretty much yell over all that noise! turn up the sound!
