The IC 555 is used in this design as a variable PWM generator producing a continuous series of pulses at pin 3, therefore determining the switching speed of the MOSFET IRF540 and hence controlling the amount of power delivered to the battery.

The fact that the PWM pulse width is variable—it is controlled by the voltage from the solar panel—is what sets it apart. Connecting pin 5 of the 555 to the solar panel output via a preset helps one to achieve this.
