Here are my notes- i tried this method and it worked.

“Artificial Queen Cell” - Notes:
1/ Prepare the Queen:
Get new queen (mated or virgin)
Check that she developed fully and looks healthy
Mark the queen
Make the Artificial Queen cell

2/ Materials Needed
Strip of wax - about 4.5 cm (~2”) wide
Smooth pencil or pen
Toothpick
Steps

Roll the wax around the pencil/pen
Use about 1–2 wax layers
Leave one end open/empty (slightly sticking out over the pencil)
Press the wax together
The loose end will form the bottom/roof of the cell
Do not make it too thick
Remove carefully
Do not press hard in one spot
Try to slide it out gently so it does not deform

3/ Transfer the Queen:
Transfer queen into the artificial cell
Queen must go in head-first / head-down
No other bees - only the queen
Optional
Can use a “pipe queen catcher” for transfer

4/ Hanging the Cell:
Once queen is inside and head-down:
Glue the open end onto a toothpick or matchstick (no sulfur)
This allows the cell to be hung in the hive

5/ Closing the Cell
Watch where the queen is before closing
Queen should be positioned downward so she is not pinched

6/ Installation.
Immediately install into a queenless colony

7/ Conditions for Successful Install:
Colony must be queenless
Confirm there are no eggs or larvae that could be used to make emergency queen cells
OR remove old queen 1–2 days earlier
Remove emergency queen cells
Colonies will accept the new queen better
Install the artificial queen cell on a brood frame
Provide a peaceful environment
No checking/disturbance for about 5 days
Supplemental feeding may help support acceptance
