Tanjiro, Inosuke, and Zenitsu didn't become Hashiras because the story ended before they had the time or opportunity to meet all the requirements. Becoming a Hashira requires defeating a powerful demon (at least one of the Twelve Kizuki) and maintaining a high kill count. While they did fight powerful demons and showed great strength, the Demon Slayer Corps disbanded shortly after Muzan's defeat, making the title of Hashira unnecessary.
