NFL: Green Bay player spots ball himself before snap. Legal?

During the end of the first half of the Green Bay/Dallas Game, something bizarre happened that no one seems to be talking about, and not even the announcers of the game caught it. With 8 seconds left, GB QB Aaron Rogers completes a pass to his WR, and with the clock still ticking, the WR places the ball on the ground, and the offense quickly moves up the ball, and the center snaps the ball, and they manage to snap the ball in time and get a play in before the game clock hits zero. The official never even touches the ball, which is unusual given that I thought that the official is suppose to spot the ball before the snap takes place. So, my question is, was this legal, or was this a mistake by the officials? I would have expected either the play to be whistled dead, or GB to be penalized for some kind of illegal action. The only thing I can think that would make this play legal is: since the ball ended up between the hashmarks and the spot the WR placed the ball was reasonably close to where the official would have spotted, perhaps the official has the authority to "deem" the spot close enough and allow the snap to take place without spotting the ball himself.
