DANGEROUS Honda Electric Steering (Severe Pull)

This 2009 Honda Civic Hybrid is another auction-block special.
The car seems to be in good shape, but is almost NOT DRIVEABLE due to a severe pull to the left by the Electric Power Assist!

The car doesn't set any trouble codes, so we have to do some research on this EPS system and determine the root cause of the problem.
Turns into a fun case study :)
