Dota 2 Update | 7.28 | STORMCRAFTER Item can be exploited

Dota 2 new update is out today which is 7.28 version. there is a lot of new stuff in that. But i found a bug/exploit which may be abused with bindings.
Its the STORMCRAFTER neutral item which can be abused as shown in the video.
