Hanoi Street Corner Confusion!

I stood at this street corner in Hanoi, awed by the mass confusion. In the hour I was watching, there were two accidents with motorbikes and cars. Upon collision, the drivers yelled at each other and then drove - and limped - away. I was told that is not unusual, there are many accidents and the frequency of them is about what I observed!
